"Missing the Meeting" Quest question

Upon finishing the "Missing the Meeting" quest that you get from Ronald Dwale's, one of the rewards given is Ronald Dwale's Pipe.
Does anyone know what it does? All i can find out was that it is bind on aquire, has a 60m cooldown time and is worth 55c.
Is it a 1-time use thing? Or maybe it lets you make fun smoke shapes? I am hesitant to use mine just yet until i fin out what exactly it does.
Any help would be greatly appreciated!
